Holpen Consulting was founded by Mary K. Baggett on the principle of providing value to others and helping them be successful in their missions.  She has an extensive background of professional experience, expertise, and technical qualifications as outlined below.

• Dr. Baggett has 25+ years in government contracting working for large systems integrators, as well as small business federal contractors, and now as a small business owner.  

• Her extensive experience includes leadership and management on large performance-based acquisition programs and portfolios for the Department of Homeland Security (DHS), the Intelligence Community (IC), and the Department of Defense (DoD) - including ACAT I programs.

• Her portfolio management experience includes leading divisions of related programs in several disciplines including Program Management, Software Engineering, Systems Integration, COTS Integration, Cybersecurity Operations, and Enterprise IT Infrastructure and Operations, always with a strong record of performance improvement.

• She has extensive successful experience in proposal solutioning and development across multiple disciplines and customers, including GSA FEDSIM.

• She has successfully implemented best practice methodologies and frameworks, including Business Process Reengineering, Agile, SAFe, PMOs, PMBOK, CMMi,  ITIL,  ISO,  Earned Value Management, and Risk Management.

• She was often assigned to and successfully achieved turnaround of troubled programs/portfolios and was also sought to assist small primes in program startup and transitions.

• Dr. Baggett enjoys mentoring businesses and individuals. She has sponsored several small businesses as part of government mentor/protégé programs, supported the small business liaison efforts of large systems integrators,  ran an Executive Women's Mentoring program for a large integrator, and has mentored numerous professionals throughout her career.

• Dr. Baggett has several professional certifications in program management, agile development, information technology, cybersecurity, and organizational excellence to include PMP,  PgMP,  PMI-ACP, CSM, SAFe Agilist ITIL-MP,  ISO/IEC20000,  CMMC CCP, and CMQ/OE. She is well-known within the Project Management community and is recognized by the Project Management Institute (PMI) as a Subject Matter Expert (SME) in Program Management and in Organizational Transformation.  

• She has been recruited by the PMI on multiple occasions to assist in certification examination question vetting and to participate in the curriculum development of PMI certification courses on Organizational Transformation. 

• She has a Doctorate in Business from Bellevue University and an MBA with a minor in Information Technology from the University of Massachusetts. She has also attended the University of Pennsylvania Wharton Business School and Harvard University Business School for Executive Education.

• Doctoral research and analytical studies focusing on the retention of highly cleared and highly skilled technical employees.
